Bob can send any amount of Bitcoin to Alice on any day of the year, any time of the day, without anybody’s permission, and nobody can stop him even if Bob is in the US and Alice is in Iran.

They tried that crap with me when I was withdrawing money. They kept asking why I needed it. I would not tell them. They finally let me have my money, but I can see where they might get to the point where you can’t have it if you don’t give a good enough reason.
